EnergyVeritas is an independent data and research company providing commission-grade analytical intelligence for public interest energy regulation — covering electric utilities, gas distribution, renewable energy, and energy efficiency across the United States.

EnergyVeritas was founded on a straightforward observation: the organizations best positioned to protect ratepayers in utility commission proceedings — consumer advocates, environmental groups, and public interest intervenors — rarely have access to the same quality of independent analytical infrastructure that utilities bring to the table.

Utilities retain large consulting firms, proprietary data services, and teams of economists to defend their resource plans under adversarial cross-examination. Consumer advocates and commission staff frequently lack equivalent independent resources. EnergyVeritas exists to close that gap.

We build and maintain the data infrastructure — 18 years of EIA Form 923 and Form 861 data, plant and price series, state commission filings — that turns public regulatory data into actionable analytical intelligence. Our platform gives every consumer advocate, regulatory attorney, and commission staff economist in the country access to the same commission-grade benchmarking that previously required a six-figure consulting engagement.

EnergyVeritas serves the public interest side of the table exclusively. We do not work for utilities, utility affiliates, or commercial energy traders. Dr. Ouattara is a PhD economist specializing in resource and environmental economics with extensive experience filing formal expert witness testimony in docketed utility commission proceedings. His testimony has been submitted before the Missouri Public Service Commission, Kansas Corporation Commission, and North Carolina Utilities Commission — proceedings involving publicly traded utilities with billions of dollars in ratepayer assets, subject to cross-examination by opposing counsel and scrutiny by presiding commissioners.

In 2024, Dr. Ouattara filed 53 pages of Direct Testimony on behalf of the Clean Energy Buyers Association (CEBA) in the Duke Energy Consolidated Carbon Plan proceeding before the NCUC — one of the most consequential utility resource plan proceedings in the Southeastern United States, governing Duke's 30-year resource plan for approximately 4 million customers. His testimony analyzed Duke Energy's gas procurement performance, LNG export exposure, and the economic case for accelerated clean energy investment.

Our commission practice spans over 20 docketed proceedings involving major regulated utilities including Public Service Company of New Mexico (PNM), New Mexico Gas Company (NMGC), El Paso Electric Company, and Duke Energy — serving more than 2 million ratepayers across the Southwest and Southeast.

Testimony in these proceedings has addressed integrated resource planning methodology, natural gas procurement economics, fuel cost risk, and ratepayer exposure to price volatility — under formal evidentiary standards, discovery by utility counsel, and adjudication by independent regulatory commissioners.
