EnergyVeritas is an independent economic research and advisory firm providing commission-grade natural gas market analysis to consumer advocates, environmental organizations, clean energy buyers, and regulatory counsel — with the same analytical rigor as formal expert witness testimony.

EnergyVeritas was founded on a single observation: the organizations best positioned to protect ratepayers in utility commission proceedings — consumer advocates, environmental groups, and public interest intervenors — rarely have access to the same quality of independent economic analysis that utilities bring to the table.

Utilities retain large consulting firms, proprietary data services, and teams of economists to defend their resource plans under adversarial cross-examination. Consumer advocates and commission staff frequently lack equivalent independent resources. EnergyVeritas exists to close that gap.

We provide the same commission-grade econometric analysis, data rigor, and methodological transparency that a formal expert witness brings to a docketed proceeding — made accessible to the organizations and institutions that serve the public interest.

Dr. Ouattara is a PhD economist specializing in resource and environmental economics with extensive experience filing formal expert witness testimony in docketed utility commission proceedings. His testimony has been submitted in proceedings before the Missouri Public Service Commission, Kansas Corporation Commission, and North Carolina Utilities Commission — involving publicly traded utilities with billions of dollars in ratepayer assets, subject to cross-examination by opposing counsel and scrutiny by presiding commissioners and hearing examiners.

In 2024, Dr. Ouattara filed 53 pages of Redacted Direct Testimony on behalf of the Clean Energy Buyers Association (CEBA) in the Duke Energy Carolinas and Duke Energy Progress biennial Consolidated Carbon Plan proceeding before the NCUC — one of the most consequential utility regulatory proceedings in the Southeastern United States, governing Duke Energy's 30-year resource plan for approximately 4 million customers.
